Apparently Nosse's response is what would have been consider acceptable 70 years ago when a woman was sexually harassed in the workplace and the response would be something along the lines of "boys will be boys."

That was unacceptable now and its is just as improper now.

I am deeply concerned about the many individuals who were aware of these incidents and did not take action. I am also deeply concerned about the many other victims who have not come forward yet. In the world of recovery, we quickly learn the importance of not being passive bystanders to injustice. Those of us who did try to intervene faced retaliation. There are serious questions that need to be answered by the OHA, Oregon Recovers, and several others. Mike Rizavi amongst many others deserve justice.

I am so sorry, Carole. It's disheartening to see these shady things happening. I can't believe that some of the women in recovery, who have clout and a voice, continue to turn a blind eye and support these men. The patriarchal loyalty is truly astounding.

Thank you and I have been graduate level, professional counselor and mandatory reporter for over 40 years! They have ALL BEEN REPORTED to all national and international authorities for what they have done to our children. We were the first to report Shady Shemia Fagan et al in 2015!! I have also been a VA contract counselor for 4 yrs and worked with troubled children and youth! They have ALL BEEN REPORTED to the FBI/ICAC, NCMEC, Polaris and NHTH! My ex is a teacher in Oregon we reported 10 yrs ago and my two youngest were internationally adopted as babies from China and Vietnam into Oregon! Many disgusting child predators we have reported enough to bring down all of Oregon when our story gets out! The media is also involved in covering up all this abuse!!!

We had Immediate Danger Orders served against the perp and his school district and many over 6 years the North Clackamas SD and we severed his parental rights in the Arizona Superior Court! China and Vietnam and their adoption agencies have all our records and know all about Oregon!

So, Razavi filed an ethics complaint in January 2022 against Eric Martin with a national association for addiction professionals. What I don't understand is how Nosse, the chairman of the Behavioral Health Committee of the Oregon House of Representatives, was able to derail Razavi's ethics complaint when it hadn't been lodged with Oregon House's dispute resolution system.

One would assume the national association for addiction professionals would have a complaint process that afforded the complainant due process and the right to a hearing before an impartial body. Did Nosse have a role in the investigation or adjudication of Razavi's complaint? Wasn't Razavi able to find anyone to support his complaint who disagreed with Nosse?

Lastly, was Razavi's firing retaliatory?

Hey, Ollie. Separate complaints. Razavi filed a complaint on Jan 20, 2022 with NAADAC, the Association for Addiction. NAADAC originally upheld that complaint and suspended Martin's NAADAC-originated credentials. Then, Martin threw a fit and threatened to sue NAADAC, and NAADAC narrowed their findings. Martin is suing NAADAC in VA.

Separately, Razavi's friend emailed Nosse on Feb 23, 2022 to let him know what happened to Razavi (same subject matter as NAADAC complaint) and to ask for help. Nosse says he talked to a "lawyer in the legislature" (?) who said there wasn't anything Nosse could do. Nosse ended up telling that to Razavi and his friends and that was it from Nosse, so far as I know.

This is a prime example of how identy-politicians inside the machine--and thus immune from any real challenge--become arrogant, self-pitying, unresponsive creatures. Oldest story in human history.

This is also another illustration of why the single most important position in the state government is the Attorney General. The current occupant of the office spent decades insulating the machine against these kerfluffles. She's leaving--good riddance--and we have a fleeting chance to, just maybe, elec someone who will start asking tough questions.

Wow. Jeff. That's excellent. Nosse's response shows he is rattled.

His usual email responses (I know from experience) have an air of authoritarian arrogant condescension after an initially feigning concern and empathy.

To me the donations were not very large, so it makes me wonder what the relationship really is between Nosse and Martin.

      (5) The Legislative Assembly recognizes that public officials should put loyalty to the highest ethical standards above loyalty to government, persons, political party or private enterprise.

      (6) The Legislative Assembly recognizes that public officials should not make private promises that are binding upon the duties of a public official, because a public official has no private word that can be binding on public duty.

      (7) The Legislative Assembly recognizes that public officials should expose corruption wherever discovered.

1 The ACLU asserts that it is illegal for a nondisclosure agreement to silence survivors from discussing conduct such as rape and sexual battery.

2 ORS 659A.030, 659A.082, and 659A.112 make it illegal for employers to require workers to sign nondisclosure agreements preventing them from discussing discriminatory conduct.

3The Speak Out Act (s. 4524), enacted by President Biden, prevents the enforcement of non-disclosure agreements in cases of sexual assault and harassment.

4As of 2020, Oregon's Workplace Fairness Act prohibits employers from requiring employees to enter into agreements containing non-disclosure provisions that prevent them from discussing conduct constituting discrimination, harassment, or sexual assault, as prohibited by state laws. Use of Public Funds to fund payment within Non-Disclosure Agreement

1. Eric Martin MAAPPS and MHACBO ARE the recipient of several publicly funded grants that are provided by the Oregon Health Authority, and Department of Human Services.

2. Eric Martin via MHACBO funnels public grant dollars through the Metro Plus Association of Peer Professionals,

3. NDA was not just between Eric Martin MHACBO and michael, the same provisions existed with MAAPP’s.

4This is in clear violation of the Oregon State Law which prohibits the use of public funds to make payments in connection with a nondisclosure agreement relating to workplace harassment including sexual harassment .

Michael Razavi spoke out against sexual harassment and misuse of public funds, regardless of this NDA, you are allowed to speak up about fraud waste and abuse and sexual harassment. How does nosse work to protect the laws but knows nothing about them himself.

Gay vernacular and the use of the word “boy” does not refer to a minor. It’s just like the African American women calling each other girl. They ALSO KNEW about Neil Goldschmidt! His victim died in one of our Multnomah County hospices! I was also a senior Case manager for Multnomah Cout aging and Disability services. Oregon treats our child victims like garbage!

What's really disturbing is there is a minor boy mentioned in those emails messages giving him favors once he retires?! We have already busted many in Oregon and in political office like fmr Beaverton Mayor Denny Doyle for Child P!! Scroll though those messages and report to authorities!

Dr. katie Evan’s made a report that Eric Martin slept with an underage client of his at cedar hills hospital. He used the same tactic to discredit her, tear her down to shreds and she acquiesced redacted her statement. She made thaT ethics complaint to the mhacbo board 30 years ago and Eric Martin was on the board and is still the manager of the ethics complaint process at mhacbo…

Boils my Blood! We have been reporting all of them including my ex husband a teacher the past 10 yrs! You need to hear our story bc WE HAVE BEEN SILENCED EVEN MY FACEBOOK! TY I want to remain in contact with you bc they ALL have been reported to the FBI/ICAC, NCMEC Polaris and NHTH and all national and international authorities!!
