I'm 50/50 on it. If this were just a news story, I'd say no way, but OR DOJ is investigating OLCC people "and possibly others." The only potential "others" we know about are legislators. Some career prosecutor in DOJ may want to make a name for him/herself and override the political considerations of his/her superiors. We'll see.

Yes, in which case Kotek’s statement that her administration (not just Kotek) was unaware of the scheme before asking Marks to resign would be false.
Agreed. But I can see them figuring out a way to justify it. Very much on brand for the folks involved.
