Jeff, excellent reporting. I would like to know the names of individuals employed by the State of Oregon who, 1) processed these applications; 2) approved the payments to these entities; 3) spoke with Julius Maximo at any time.
I definitely dont get the sense OHA puts much effort at all into verifying any of this stuff. OHA’s given me nearly every reason to believe they could care less. It’s shocking, even to me.
Would you Please check into the Soc Security Payee program? It's a scam how they get clients and the clients have no choice about them taking over their financials. This company then charges $50 per month for a hostile take over of personal finances. Supposed to be a non profit but they have 6.5 mil. In assets. Please it's part of the adult care system. There's an related outfit in town that bills itself as elder care and it's like a daytime respite care place, never a soul there. They offer clients a computer tablet, but clients have to call for a code to use the internet. The physical Therapy people assess but provide no therapy. It goes on and on. But the payee program is fraudulent , they steal from old people. Thank you

Back in the day, I knew a fella who was fronting for mobsters in setting up Medicare clinics that, one presumes, would be milking the government for payments. Such clinics are well known for grabbing people off the streets and submitting grossly inflated charges for various "treatments." And the Wall St. Journal recently burned United Health for doing bogus "wellness checks" that created billable maladies--which were never actually treated.
$-Billions wasted...and our elected representatives could care less.
I knew 3 young men (under 25) receiving Medicaid for "supposed" mental issues. There was a psychiatrist in Oakland that would sign off on anyone who came to him that they were unable to work because of mental health issues. I think that game finally ran out, either because the psychiatrist passed away, or they had to reestablish their claim every few years. One became an employee of the State of California Highway Department in their Engineering Dept and the other started his very own lucrative computer support business. Maxxtek Systems - 5 million revenue according to Zoom Info. I don't know what happened to the third individual. So YES there is a lot of fraud in these programs. I was hoping that DOGE would clean some of this up. They're only mental condition was that they preferred to party and have fun.
Julius Maximo was executing the latest iteration of a "sober house" scam with significant African organized crime involvement that cost Arizona taxpayers over $2.8 billion in false and fraudulent claims filed with Arizona’s Medicaid agency, the Arizona Health Care Cost Containment System, for addiction treatment services that were either not provided, were not provided as billed, were so substandard that they failed to serve a treatment purpose, were not used as part of any treatment plan, or were medically unnecessary. The criminal element that that milked Arizona looked for a new target with lax oversight and Oregon fit the bill.
Last year, OHA tried to recoup $1.5 million paid out to a WiiCare, operated by a 28-year old African woman named Faith Omar. WiiCare at one point was being paid $450,000 per month by OHA and Omar admitted charging up to $19,000 per month for "services" provided to a single client.
Oregon AG Dan Rayfield could have been briefed on Arizona's experience when he took the curious trip to Phoenix for his first town hall and taken steps to protect Oregon taxpayers. But that was not to be, probably due to the fact that there was no viable way to blame it on Trump.

I say give up on thinking Salem will look into this, same with LOPD or WCSO. Do a little more investigating and turn it over to the feds, since federal agencies were defrauded.

I live in Seattle and this kind of fraud takes place constantly in the city along with King County and the state of Washington. And it's hugely disproportionately coming from the black community- both immigrants and US born.

If I was able to stumble into this situation, and if it is indeed fraud, I suspect Medicaid fraud is rampant in Oregon.
