Oregon gives benefits to illegals…you know, people with fake SSNs, no actual ID, and again, who are here illegally. So probably no fraud at all aside from that, which for some reason doesn’t count. Ignore all the non profits too. Alls well.
The why answer in my opinion is a rigged and broken State accounting system. Do you know the Oregon Lottery is allowed to have a total of 4 accounts within General account all managed by a different state agency. All the corruption gets commingled, legalized, and people believe there is actually money to pay all the expenses of each state agency. It really is just a big slush general fund dribbling out money as each state agency is broke and always begging for more.

Kotek was notified of my findings showing a potential multi-billion dollar annual slot money laundering scheme. The investigation showed former Governor Ted Kulongoski, Attorney Steven Ungar and IGT started the scheme back in 2005 when they illegally and unilaterally installed new IGT Vegas slots into 2400 locations without legislative, tribal, or Oregon citizen approval. This was the foundation allowing this disaster for Oregon.

The dates match up with my involvement in the research projects. We sent teams to conduct on-site interviews (structured surveys) at bars, restaurants, strip clubs and video poker "delis", with patrons who played video poker - and with patrons who did not play OR lottery (to find out why they did not play). We also conducted usability labs at our facilities with the new video slot machines. I left the company in 2005 - likely right before the new machines were distributed to venues.

I have spent the last 3 years researching and did not know about this specific event prior to the illegal ( in state law) the VLT’s can only be connected and monitored by the lottery, like the old poker slots. Today’s class 3 slots (also illegal) in the Lottery have a highly advanced central system collecting data (private player and retailer data). This data then controls the win/loss outcomes and a customized addictive experience where people rarely win happens. Addiction and a violation of everyone’s 4th amendment right to privacy. OHP also cut funding for counseling and therapy last year when we already have some of the worst access to mental health care in the country. We should not have 25% of Oregonians on Medicaid. That is a serious failure and we can’t afford it. I’ve met people who come to Oregon to get their surgeries paid for by OHP too.
A cycle of poverty. The Lottery is a regression tax aimed primarily harming the poor. I have watched people out the door at bottle drops….they just walk to the nearest lottery slot bar. We would have less (nobody knows how many…because the State doesn’t want the real answer.

look into the DHS workers who work with children and have the worst family background. some have families in such a poor state that their children are jail birds, convicts and druggies. they should not be working with any children and should not be working with the state.
Don't forget to include SoS Tobias Read. The Secretary of State has the responsibility to audit Oregon government agencies. Those audits are not just about reviewing the budget and spending, but also if that spending is compliant with the law.
If you take a close look at Oregon’s spending per resident and compare to other states, it's amongst the top spenders. Considerably higher than the US national average.
This is called the cost per capita, and is quite simple to look at to compare.
Take total state government spending from their budget, and divide by the number of residents. This gives you the cost per capita.
Why is Oregon almost double the national average.
This should be something the Tobias Read and Tina Kotek should be paying attention to, and be doing something about it.
I stead, Read is more concerned about the proposed US legislation requiring better voter ID. Heck, there should at least be better ID to determine if certain Oregon residents are entitled to the benefits received.

Experienced "experts" that own and operate various behavioral health and substance abuse treatment facilities in this state sit on boards that influence policies that result in substantial financial gains for their own respective companies and the need for the overall industry.
Unions representing or consisting of entities that directly benefit by the overwhelming need for services related to substance abuse and behavioral health are significant donors of politicians who keep them on influential boards and committees. It's the hyperbial "back scratching" that people often refer to when politicians and the public/private sector figure out ways to keep themselves profitable and in control.
Measure 110, is an example of this. The very groups who donated to the measure were entities related to treatment centers. Now, even under the advisement of the Secretary of State, OHA doesn't really want to comply with requests related to where funding went, the number of overdose rates while the measure was in act compared to newly enacted rules, and other items. The uptick in recent SUD provider need was an intended result of that legislation, regardless of its impact on local businesses, communities, and families. The homelessness issues, increased property crimes, increased violent assaults, and overdose related deaths are just collaborative damage to a state that heavily relies on federal funding.
Oregon DUII statutes and legislative language have similarly created its own form of regulatory capture to create a reliable source of downstream Medicaid revenue, and also adds substantial federal grants for highway safety grants. OHA is just an administrative lever in a wheel that's about to collapse under its own weight. OHA has zero incentive to actively do anything unless the funding it depends on is at risk due to state or federal audits.
Programs that administer behavioral or substance abuse therapy need to be overseen and ran by licensed clinicians, not OHA state certified counselors with anywhere from a GED to 90 college credits requirement. The OMA should be overseeing credentialing and licensing requirements, not the corrupt OHA.
I hope they uncover what has been occurring here, and which has a direct impact on individuals and families.
This state couldn't balance the budget of a 3rd grader's allowance. They'd probably say it costs 80% of the entire allowance to buy the office supplies, a think tank made of Muppets, and other administrative expenses related to being able to balance $20.
